Fugitive Emissions Management System (FEMS)
The Noralta Fugitive Emissions Management System (FEMS) is a combined technology and service package designed to help oil and gas producers manage and measure fugitive emissions. This is critical for producers in the Western Canadian Sedimentary Basin for meeting the AER’s Directive 060 requirements (Upstream Petroleum Industry Flaring, Incinerating, and Venting).
FEMS also follows the methodology prescribed by CAPP’s Best Management Practice for effectively managing the most likely sources of significant fugitive emissions, including:
- Using the latest infrared technology to measure fugitive emissions from equipment components in hydrocarbon service
- Identifying components and their respective leaks
- Creating a web-based audit trail and reporting for corporate and regulatory reporting
- Providing on-site maintenance and repair
There are many leak detection and measurement methods out there, each with their own pros and cons. However, infrared optical detection coupled with a high-flow sampler is the most accurate and least labour intensive. The CAPP Best Management Practice Handbook compares all leak detection methods and rates the infrared and high flow sampler process as the most effective.

The photo on the left is a typical high resolution colour photo. Gas is invisible to the naked eye, so the leak can’t be seen in a photo that only shows the visible light spectrum. On the right is an infrared photo of the same flange, where you can see a substantial leak at the bottom.
